Ohio valley region precipitation and snow and temperature

Update on the Ohio valley region 

Inspired by The Straighter Dope Blog

Like many regions, the amount of snow depends on temperature, more than the amount of precipitation.  This is already known to Meteorologists, but trying to convince somebody who believes otherwise is futile.

The problem with those graphs, which are from a GHCN station, is the data is not correct.
